You started with one person answering WhatsApp. Now you have 50+ chats a day and one person is drowning. The next step is a shared team inbox β€” multiple agents answering the same business number without stepping on each other's toes.

Here's how to actually do it, what it costs, and the mistakes that trip up most small teams.

What "multi-agent WhatsApp" actually means

WhatsApp gives you two native ways to share a number, and then a third, more powerful, paid path.

  1. WhatsApp Business app + linked devices β€” up to 4 additional devices can be linked to the same number. Free, fastest to set up, works for 2–4 person teams.
  2. WhatsApp Business API + a team inbox tool β€” the professional route. Unlimited agents, ticket assignment, analytics, automation. Costs money.
  3. Third option: a rotating personal phone. Don't do this. It always ends in tears.

Which one you need depends on volume.

Option 1: Linked devices (free, up to 4 agents)

Since 2021, WhatsApp supports multi-device. Your primary phone stays the "main" device, and up to 4 more devices β€” phones, tablets, laptops via WhatsApp Web β€” can be logged in and reply at the same time. Messages sync in real time.

How to set it up:

  1. On the main phone, open WhatsApp Business β†’ Settings β†’ Linked devices.
  2. Tap Link a device.

  5. Agent now sees the shared inbox and can reply.

  • Replies from any device sync everywhere within seconds.

What breaks fast:

  • No assignment. Two agents may reply to the same customer. Awkward.
  • No internal notes. You can't leave "already refunded" for the next agent.
  • No performance data. You don't know who's fast, who's slow, or where chats drop.
  • Hard 4-agent cap.

Linked devices are perfect for a family business, a two-person shop, or an early-stage startup. Once you're past 4 people or 100 chats a day, you'll outgrow it.

Option 2: WhatsApp Business API + team inbox tool

This is the real answer for growing teams. You migrate your number to the WhatsApp Business API (a business version with no consumer app) and connect it to a shared inbox tool. Popular options:

  • Twilio + Front / Kustomer / Zendesk
  • 360dialog, Wati, Respond.io, Chatwoot (WhatsApp-native)
  • HubSpot / Zoho (if you're already in that ecosystem)

You lose the consumer WhatsApp app on that number β€” everything flows through the tool.

  • Setup: most tools have a self-serve flow now. Number migration takes 1–3 days.

The migration process

  1. Pick a Business Solution Provider (BSP) β€” the middle-tier between you and Meta. Most inbox tools bundle this.
  2. Apply for API access through the BSP. You'll need your Meta Business Manager ID and business docs.
  3. Choose a new number OR migrate your existing one. Migrating is the smart move β€” you keep the number your customers already know.
  4. Delete WhatsApp Business app from the phone for that number (the API replaces it β€” you can't run both).
  5. Log in to your inbox tool, invite agents, start answering.

Warning: once a number is on the API, you cannot go back to the consumer app on that number. Test with a secondary number first if you're unsure.

Rules of the road for team inbox success

  • One person owns first response. Even with assignment, you need a shift owner watching the queue.
  • Set a max response time (e.g., 5 minutes during working hours) and measure it.
